The Belize-Taiwan Partial Scope Agreement (PSA), having been ratified by the Senate, provides Belizean exporters of close to 200 class of goods with preferential access to the Taiwanese market.
The products benefiting from the preferential treaty under the PSA are listed under ANNEX I of the AGREEMENT ON ECONOMIC CO-OPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF CHINA (TAIWAN) AND THE GOVERNMENT OF BELIZE (The Agreement).
Among the goods receiving complete duty-free entry (dubbed “Category A” goods) we find crude soy bean oil (HS 15071000), cheese (0406), lobster (0306), and more. The full list can be viewed starting on page 30 of the Agreement or via the Annex extract provided HERE.
The agreement also provides “non-Category A” goods with preferential benefits, albeit relatively less than those grouped under Category A. For instance, the tariffs for Category B products are to be phased out over a three-year period, while Categories C and D are phased out over a five- and ten-year period, respectively.
The fifth category, “Category E“, effectively establishes a tariff-rate quota for sugar exports to Taiwan, with exports of up to 35,000 Metric Tons having duty-free access. That quota represents close to twenty-percent (20%) of Belize’s sugar production in 2019.
