As a member of CARICOM, Belize applies preferential rules of origin. The goods must have been wholly produced within CARICOM or, if produced wholly or partly from materials imported from third countries, “substantially transformed,” to be considered as originating in CARICOM.

To prove that a product originates in CARICOM, the product needs to be accompanied by a certificate of origin. The Belize Customs and Excise Department is responsible for issuing all certificate of origin certificates for goods produced in Belize.
